It was coined by a person or thinktank whose cynicism and critique of certain kinds of issues and discussants revealed his/her/their inability to see beyond the trend or the comfort of the generalization -the phrase or word-coin- without having to consider the details, the others. Or was it on purpose? To railroad language?

It is quite fashionable to project oneself as being beyond the constraints of lower level political groups by using the "muy trillada" phrase "politically correct" when dismissing their concerns or grievances. ’ndito!
